O vôo da águia: a decisão popular e a execução pública do orçamento participativo em dourados – MS

No começo da década de 1970, houve uma ascensão dos estudos de cunho político e social acerca da participação, mais relacionadas à interação do indivíduo, o Estado e a teoria da democracia. Qualquer que seja a maneira de manifestação coletiva, haverá um traço comum entre elas, as mesmas são expressões públicas entre os descontentes e as autoridades, na lacuna existente entre política institucional e divergência do interesse coletivo. A participação coletiva em decisões nas administrações públicas apresenta dificuldades, devido à atuação dos agentes políticos, que contrariam as populações, pela condução antidemocrática e corrupção da agenda pública. Este trabalho objetiva-se a priori, analisar a aproximação da sociedade civil ao poder público municipal através do Orçamento Participativo em Dourados-MS, possibilitando à participação na elaboração dos planos de interesses coletivos. A experiência de Dourados-MS é bastante válida, no que se diz respeito ao desenho da gestão pública, sendo amparada nas determinações legais segundo o Estatuto das Cidades, discutindo e aprovando o Plano com participação da sociedade. A peça de planejamento urbano tem características essenciais ao combinar o planejamento, a participação popular, com as diretrizes legais conforme as necessidades estabelecidas.Peer Reviewe

O benefício da substituição de dividendos e da remuneração do trabalho de sócios dirigentes pelos Juros sobre o Capital Próprio - JCP

Este texto apresenta um estudo dos juros sobre o capital próprio – JCP, instituídos pela Lei 9.249/95 e posteriormente alterados pela Lei 9.430/96. O estudo demonstra os benefícios da utilização dos JCP pelas pessoas jurídicas tributadas pela modalidade do lucro real como instrumento de planejamento tributário que promove a diminuição do desembolso de caixa por meio da redução da carga de tributos. São abordadas as alternativas de a empresa substituir a remuneração devida aos sócios dirigentes pelos JCP, bem como de poder acumular ambas, JCP e remuneração dos sócios dirigentes (pró – labore) e ainda a possibilidade de substituir dividendos. Os tributos que estão inclusos nessas alternativas de economia são o imposto de renda das pessoas jurídicas, o imposto de renda na fonte, a contribuição social sobre o lucro e a contribuição à previdência social

Growth substances and tiller development in barley

The early growth of tiller buds in barley is determined by application of mineral nutrient solution to the growing medium. The aim of this research was to determine whether the effect of mineral nutrient supply is exerted through an effect on the levels of endogenous growth regulators, particularly cytokinins. Three approaches were used to examine the problem, namely to determine the effects of exogenously applied growth substances on growth of tiller buds, to observe bud growth under treatment expected to modify the levels of endogenous cytokinins, and to measure the cytokinin activity in plants supplied or not supplied with minerals.Exogenously applied cytokinins not only increased lateral bud growth in plants supplied with minerals but also promoted growth of buds arrested by mineral nutrient stress. Application of auxin or gibberellin increased dry matter in buds released from apical dominance by either mineral nutrient or cytokinin application, but had no effect on arrested buds.Root removal treatments, expected to modify levels of endogenous cytokinins, released growth of tiller buds under conditions of lack of mineral supply. Both root removal experiments and treatments with exogenous growth regulators confirmed the idea of an important role for growth substances, particularly cytokinins in the release of buds from apical dominance.Preliminary results showed the presence of a high level of a cytokinin-like substance in plants given mineral nutrient solution, which was absent in the deficient condition, also favouring the initial idea.It is proposed that growth of axillary buds in vegetative barley plants is controlled by interactions between nutritional factors and endogenous growth substances. It is considered that mineral nutrient availability determines the levels of endogenous cytokinin which in turn determines whether or not buds are released.
